Definition

Permanently attached means affixed to a permanently attached part of the vehicle,

attached using specified attachment methods, and
requiring use of a tool for attachment and/or removal.

Requirements to qualify as permanently attached

Requirements to qualify as permanently attached are as follows:

Requirement	Acceptable methods/tools	Unacceptable methods/tools
Attachment method	bolts screws rivets cements fluxes cotter pin that requires bending with a tool in order to both secure and remove heat, or locks that require keys or combinations.
