Policy on pre-repair and post-repair scanning

Overview of pre-repair and post-repair diagnostic scanning, including the use of Original Equipment Manufacturer (OEM) scanning.

Policy

Pre-repair and post-repair diagnostic scanning operations involve inserting a scanning and diagnostic tool into an on-board diagnostics (OBD) II port and following the tool prompts to generate a scan report.
Note: For Original Equipment Manufacturer (OEM) pre-repair and post-repair scanning, an OEM scanning and diagnostic tool is used.

A pre-repair scan is performed prior to tear down, while a post-repair scan is performed following a repair. These scans assist in discovery and clearing of any specific Diagnostic Trouble Codes (DTC’s).

ADAS calibration and/or in depth diagnostic analysis or diagnosis is not included in the pre and post repair scanning policy.

ICBC recognizes that pre-repair and post-repair scans may be warranted in the following categories.
Category Requirements
Vehicle year 2011 and newer Vehicles 2011 or newer, do not require Needs Attention from the Mitchell Compliance Utility for the following scenarios:
Pre-repair scan:
  • MIL (Malfunction Indicator Light) present. Example: Supplemental Restraint System (SRS), Electronic Stability Control (ESC), Check engine
  • mechanical damage, which may generate a code, such as suspension, stability control, or possible catastrophic engine failure
  • non-driveable vehicle
  • claims where hidden damage impacts ADAS functionality
  • recovered/attempted theft, and
  • rodent damage claims.
Important: If the vehicle is potentially a total loss, pre-repair scans may be warranted.

Post-repair scan:

Permitted on all vehicles 2011 and newer.

Vehicle year 2010 and older Vehicles 2010 and older requiring a pre and/or post scan, must be identified in the Mitchell estimating system by:
  • adding the long expansion: ICBC Pre Repair Scan or ICBC Post Repair Scan
  • selecting: Requires Review, and
  • selecting: Needs Attention, from the Mitchell Compliance Utility.

Documentation

Scanning results are kept on file in accordance with the documentation requirements of the Collision Repair Program Guide.

Allowance

Pre-repair and/or post-repair scans are paid an allowance of 0.3 hours at the current applicable body rate based on the vendor status. To perform this in Mitchell Cloud Estimating (MCE), add the following My Templates repair lines: ICBC PRE REPAIR SCAN or ICBC POST SCAN.

For repair participants using OEM scan tools with a certified red seal mechanic on site, the pre-repair and post-repair scans must be
  • manually entered as OEM SCAN REQUIRED in the MCE system
  • paid at an allowance of 0.5 hours in lieu of both pre-repair and post-repair scan using the ICBC mechanical labour operation, and
  • manually entered for 0.5 hours calculated at the door rate for the mechanical rate differential.
Note: The door rate is the posted dealer mechanical rate.

Sublet

Instances where an aftermarket scan tool is not sufficient, and a factory scan tool, OEM or equivalent (Astech/Airpro) is required, Needs Attention must be selected for approval, via the Mitchell Estimating system.

Note: Pre and post-repair scan allowance is paid per scan operation performed by the repair participant. In certain instances, more than one pre or post-repair scan may be required.
