Alternative Transportation Service compensation

Subject to exceptions, collision repair program participants are compensated for providing customers with transportation as outlined in Alternative Transportation Service (ATS) sections of the Collision Repair Program Guide.

When the participant provides a courtesy vehicle to the customer, an hourly rate is applied as outlined below. When the participant satisfies the customer's transportation needs without providing a vehicle, a set allowance per claim is applicable.

Important: ATS compensation is not applicable if the vehicle type falls under an ATS Exclusion as described in the Collision Repair Program Guide, or when ICBC is directly paying for any alternative transportation for the customer during repairs.

ATS calculations

When the participant satisfies the alternative transportation requirements of the customer under ATS, the following compensation applies:

Table 1. Participant provides and pays for a replacement vehicle for the customer:
Eligible compensation How compensation is applied
ATS hourly rate Adding the total of all labour hours for
  • paint
  • repair
  • remove and replace
  • remove and reinstall, and
  • allowable sublet conversions

then multiplying by the applicable ATS hourly rate.

The total is automatically calculated and displayed on the Mitchell Cloud Estimating (MCE) estimate under Costs.

Table 2. Participant satisfies the customer's alternative transportation needs without providing a vehicle:
Eligible compensation How compensation is applied
ATS Allowance - No Replacement Vehicle

One allowance is applied per claim.

The allowance is added by the Participant when submitting the repair estimate for payment on Aries Payment Request (APR).

Note: The ATS hourly rate and the ATS Allowance - No Replacement Vehicle appear in the Repair Facility Labour Rates, Material Allowance, and Estimating Fees schedule.

ATS vehicle reimbursement

In specific scenarios, the collision repair program participant may be eligible to charge ICBC for additional ATS compensation through ATS vehicle reimbursement when they provide a replacement vehicle to the customer during repairs.

Eligible compensation When compensation is applied
ATS Vehicle Reimbursement Rate The Participant must Submit a Repair Facility Support Request form request for at least one of the following scenarios,
  • hold based on repair decision
  • OEM back-ordered
  • ATS vehicle provided prior to ATS responsibility date, or
  • vehicle has been deemed a total loss.
Note: Review the ATS section of the Collision Repair Program Guide for more information on each compensation scenario.

Application of taxes

GST and PST apply to ATS compensation and is automatically calculated. If the customer is a GST registrant or is PST exempt, the customer's portion of the taxes is automatically calculated based on the tax information entered into MCE.
