ICBC uses the ME Refinish Times.
Vehicle and operation applications
Refinish times are applied for each specific vehicle and operation:

is not listed in the ME database | ICBC refinish times not listed in MCE on cars, pick-up trucks, and vans. Important: For commercial collision refinish times refer to the ICBC Heavy Equipment (Truck) Paint Chart.

ICBC pays the cost of repainting the vehicle’s damaged portion on all Estimate or Appraisal. The repainting costs are paid, regardless of the age of the vehicle.
Important: There is no allowance for the complete painting of a vehicle in order to resolve an issue with the colour match.
Mitchell refinish calculations
The default Mitchell refinish calculations, paint/material rates, and paint/material included options, must not be modified or adjusted in the Estimate Profile Calculations screen.
Estimates with modified Mitchell Cloud Estimating profile calculations are subject to review, correction, and the recovery of overpayments..
Estimates submitted with adjusted values may trigger the application of performance management mechanisms outlined in the
